Penny Postoak Ferguson was appointed Assistant County Manager at Johnson County Government, effective June 7, 2010.

She comes to County Government from the city of San Antonio, Texas, where she served as assistant city manager for almost four years. Prior to that, she worked for the city of Overland Park, located in Johnson County, for four years, serving as a deputy city manager and assistant city manager overseeing operations. Her career also includes serving as core manager and executive director of budget and research (2000-2002) for the Unified Government of Wyandotte County/Kansas City, Kansas, and being the assistant city manager (1997-2000) for the city of Hays, Kansas.

In her role as Assistant County Manager, Ms. Postoak Ferguson serves in the management of 37 departments/offices and five agencies that comprise Johnson County Government, including approximately 3,600 employees and an annual budget of more than $790 million. She oversees the departments of Corrections, Museums, Emergency Communications, Med-Act, Emergency Management and Homeland Security, Public Health, Human Services, Environmental, Transit, Infrastructure, Public Works, Wastewater, and Planning, Development and Codes.

A native of Lawrence, Kansas, Ms. Postoak Ferguson attended Haskell Indian Nations University (1991-1992), located in Lawrence, and is a member of the Choctaw Tribe of Oklahoma. She received her bachelor’s degree in business administration (1992) from the University of Kansas, also in Lawrence, and a master’s degree (1994) in public administration from KU.

Ms. Postoak Ferguson is a board member of the Kansas University City Managers and Trainees, Alumni of the KU Masters of Public Administration Program (KUCIMAT). She is a member of the International City/County Management Association (ICMA), Kansas Association City/County Management (KACM), and National Association of County Administrators (NACA).

She and her husband, Dwight, have a daughter, Peyton. The family lives in Johnson County.
